Create a cone.
This constructor ensures that the vertex with the small radius is always the same so as to improve the point classification tests involved in the TreeCone::Normal() function.

Rotates a cone element.
Instead of inserting a rotation node in the tree, simply updates the vertices of the cone as well as its internal parameters.
